1. INTRODUCTION
A la suite des di.fférents sommets de l’organisation de la Conférence
Islamique ( OCI), il a été constitué de nombreuses structures dépendant
du Comité permanent intermini stér ici su1 La Coopération Sci.entifique et
Technique ((XMSI’ECH). Parmi. ces structures, la Fondation Islamique pour
la Science, la Technique et le Développement (IFSTAD) est chargée de mettre
en place les réseaux inter-islamiques défini:; par le COMSTECH pour les
domaines suivants :
- Océanographie
- Génie génétique et l~i.c!technologi(~
- Méctec ine tropicale
- Hydraulique
- Science et Technique de l’Espace
- Energie renouvelable.
L’ISBA étant désigné comme poi.nt focal du réseau Génie Génétique et
Biotechnologie a-l Sénégal, notre mission consistait à représenter le
Sénégal, pays membre de I’OCl, à la réunion constitutive de ce réseau.
Il faut noter qule le point. focal d’un réseau au niveau d’un pays membre
de 1’OCI est, un institut chargé dcb coordonner toutes les activités et
informations relevant du domaine 4’ étude du réseau considéré.
Au cours de cette réunion, le réseau i.nter-is:Lamique “Gén&i.que et
Biotechnologie” ,a été constitué el, sa charte discutée et approuvée.

4. CONCLUSION
1/ - Les frais de transport, d'hebergement et de restauration étant
prie en charge par :L!IFSTAD,
il revient à l'ISRA, donc au MIRCEN, de prendre
en charge les frais de mission complémentaires sur un tarif forfaitaire équi-
valent au double des frais de mission payés au niveau du territoire national.
2/ - Le COMSTECH a defini six (6) réseaux qui doivent être mis en
place par 1'IFSTAD. Le Sénégal est représente dans quatre (4) de ces réseaux :
- Médecine tropicale (point focal : Faculté de médecine ;

- Energie renouvelable (point focal : CEREER ; Dr. Djibril FALL)

FINAL REPORT
Inaugural Session,:
Thc-inaugural seeaion took place at 11:OO a.m., on
October 28, 1987 at thc headquartera of the Egyptian Academy
of Scientific Reeearch ùnd Technology.
In their welcome addreeaes,
Prof. Dr, Muatapha ElyGabally,
Chairman of the National Cemmittee of Genetic Engineering and
Biotechnology, Egypt, and Prof. Dr. Abul Fotouh Abdel Latif,
President, ASRT presented the achievementa of Egypt in thia field
rnd welcomed the establiahment of the Network; they alao renewcd
Egypt's committment to Islamic aolidarity and S&T cooperation.

Prof, Ali KettaRi made an exteutivc preaenJation of the
COMSTECH Plane of Action ar,d the way the establishment of 6 S&T
Inter Islamic Networka fit in this Plan of Action,
HC thanked
the Government of Egypt and ASRT for hoating thia important
meeting, and the delegatee for ccming a11 thc way to Cairo to
extend their active con:ribution for the establishment of the
Network.
The inaugural speech wae delivered by H.E. Prof. Dr, Adel
Ezz, Minia<er of Scientific Research of Egypt; ht welcomed thc
'
delegate8 on bchalf of the Egyptian Government and highlighted
the role of Al-Azhar Gniversity,.-Caire, in tic apread of I&&~L
ladgc, and the S,&T, development of Egypt; he renewed the sup-
port and commitment of hia country to tha apirit of coopera-
tion among OIC member - atates in general and to thc eucceed of
thia network in particular.

rppreval of thc agenda; the agenda wad unanirnously approved with
minor amendmcnta; its final rcvaion ia attached to thia report.
IFSTAD nae then invited to introduce the delatea with a
preaentation of the background documents and dctaila of the
COMSTECH Plan of Action in connexion with the eetabliahment of
S.&T. Inter Islamic Networke.

THIRD SESSION:
The de1e::ate.s were taken to an introductory
visit of the National Research Center's Biotechnology facili-
ties at 9 : 30. The 3 rd session'started after the viii6

at 20:on hours at the Asrt Head quarters with the preparation
of /4wocco and $elqe a1 country papers in continuation of the

second session.
The draft charter was presented by the Rapporteur and
discussed article by article, relevant amendments were made
by the participants an, at thc final version unanimously app-
roved and signeci.
The members of the Network, with due consideration of the
present particular, situation of member state Iraq, unanimously
decided that Ir.aq, be c3mrarily exempted of payment of its financial
contributions to the Network budgets.
The meeting adjoinned its work for a short snack break.
FOURTH SESSION:
The session started at 15:00 to discuss pro-
gramms and budgets of the Network.

of interest of the network members were discussed and final-
ized in the priority areas of information, training, research
and production joint-ventures, etc., which well constitute
the directives of the General Body for the Executive Committee

to work out the plan of action of the Network. These guide-
lines are as :Listed below.

Minimum expenditure on administrative / non-scientific
activities.
b)
Maximum use of the existlng facilities anc their
further strengthening CC/ achieve self-reliance.

Pooling of existing efforts to increase output to
encourage complementarity and avoid duplication.
d)
Biotechnology capacitlr development of the less-del-eloped
countries.
e)
Maximum participation of a11 the member countries on
equitable basis, with the secretariat acting only as
a management body.
f)
A/0 support for initiation of a programme or setting
up of a laboratory.

Then, the meeting moved to the cost evaluation of the
above programs, and, after detailed and thorough discussions
and computation, the following btidget was finalized and app-
roved budget.

INTER-ISLAMIC NETWORK ON
CENETIC ENGINEERING AND BIOTECHNOLOGY

Article (1)
Name
The name Will be the "Inter-Islamic Network on Genetic Engineering
and Biotechnology".
Article (2)
Status
The Network shall be an inter-state, non-political and non-profit
agency.
It shall be an independent, autonomous and self-governing
institution under the umbrella of the OIC (Organisation of Islamic
Conference) Standing Committee for S&T Cooperation (COMSTECH).
Article (3)
Headquarters
The headquarters of the Network shall be situated at tbe Academy
of Scientific Research and Technology (ASRT) in Cairo as offered by
the Government of Egypt.
Article (4)
Objectives

TO collaborate and cooperate in research areas of common interest with

TO exchange information and maintain continuing dialogue on the deve-
lopmcnts in the field for mutual benefit and use.

of the mcmbers of the Nctwork and other Muslim countries.

To initiate joint projects of research and development of common
interest to thc member countries.
5.
TO help and assist in training of the quality manpower for the Muslim
co:nr,ries in the field.
Article (5)
Membership
Thc member states joining the Network initially Will be the founding
menbers.
Other members of OIC member states Will be welcome to join
tht 5etwork after contributing anpropriately towards capital cost and

shkrzng partly in the recurring expenditure.
Article (6)
General Body
The representatives of member institutions of the Network as well as
a rrpresentative of IFSTAD shall form the General Body of the Network.

Article '7)
Executive Committee
1.

'i‘ht Zxecutive Committec shall deal with matters entrusted to it by the
Ger7r~l Body and shall take a11 steps to implement the decisions and
po:.s-es of the General Body.

3.
Simple majoritiy of the Executive Committee shall form the quorum.
4.
Any vacancy occurring in the Executive Committee, on any account
whatsoever,
shall be filled by the General Body.
5.
The Executive Committee shall adopt its own rules of procedure in
the light of policies approved by the General Body.
6.
The Executive Committee shall meet at least one time per year.
7.
The Executive Committee shall prepare a plan of action including
the scientific programme and financial lay-outs, for approval by
the General Body.
Article (8)
Secretariat
1.
The Headquaters of the Network shall be managed by the Executive
Director.
2.
The Executive Director shall be responsible for the implementation
of the decision of the General Body and the Executive Committee.
3.
The Executive Director shall be appointed by the General Body on
the recommendation of the President on such terms and conditions
as it may lay down from time to time.
4.
The staff of the Network shall be appointed by the Executive
Director.
For staff to be recruited on international basis, prior
approval of the Executive Committee would be-required.
5.
The Executive Director shall participate in the meetings of the
Executive Committee and the General Body without the right to vote.
6.
The Executive Director shall prepare a11 documents and reports of
the Network for the consideration of the Executive Committee and
General Body.

7.
The Executive Director shall be competent to receive contributions
and donations for the Network provided these are in accordance with
the procedures approved by the General Body and further these are
reported to the Executive Committee at its very next meeting.

In case the office of the Executive Director falls vacant, a new
Executive Director Will be appointed as stipulated in clause 3 of
Article (8) above within a period not exceeding two months.
9.
The tenure of the post of Executive Director shall be of a term of
three years, renewable .
Article (9)
Finance

The finances for running the Network shall be the responsibility of
the member states of the Network as decided by the Fifth Islamic
Summit (Kuwait, January 19871 in its resolution IS/5-87/EC/DR.S/REV.3.

Further financial assistance may be sought from:
1.
COMSTECH and other OIC agencies.
ii.
International Agencies.
iii.
Private donations.
iv.
Income from subscription and services.
Article (10)

The working languages of the Network shall be the officia1 languages
of the OIC (Arabic, English and French).
However,
the scientific
and technical information of the Network may be processed and/or
accessed in the language of its availability.

Article (11)

Amendment to the Constitution
Amendments to the Constitution may be proposed by the representative
of a member country, and shall be governed by the procedure laid down
below:
The constitution of the Network may be amended by the General Body
with a three fourth (3/4th) majority vote of the members present;
provided that:
a)
a two-third majority of the total membership of the Network
is present;
b)
at least one hundred and twenty (120) days notice of such
amendments has been received by the President of the General
Body before the date of the commencement of the General Body
meeting;
and
cl
it has been communicated to a11 the members by the Executive
Director at least sixty (60) days before the date of commence-
ment of the General Body meeting.
Article (12)
Withdrawal From Membership
Any member may withdraw from the Network by submitting a written

notification to the President of the General Body.
The member country fulfilling this provision shall be permitted
to withdraw after the expiry of a period of one (1) year from
the date of receipt of such notification by the President of the

General Body.
Such a member state shall discharge a11
obligations
of membership until the period of one (1)
year is over.
The member state having withdrawn from
the Network shall have no further rights on the assets
and services of the Network.
