1 -<INTRODUCTION
Depuis 1981, l'éclosion de nouveaux foyers de peste bovine
a suscité un peu partout le lancement de campagnes d'urgence et la formu-
lation d'un projet continental de CAMPAGNE PANAFRICAINE DE LUTTE CONTRE
LA PESTE BOVINE (PARC en anglais). La réussite de la campagne dépendra
essentiellement de la qualité des vaccins' qui seront utilisés. C'est
pourquoi la CONSULTATION D'EXPERTS organisée par la FAO (14 - 19 octobre
1984) a recommandé en tout premier lieu l'établissement d'un système
international de contrôle de qualité des vaccins qui seront utilisés dans
la campagne. La présente LETTRE D'AGREMENT répond à ce souci et donne
mandat au LNERV de tester la qualité des vaccins vétérinaires dans la
région et d'établir un système national de contrôle de qualité.
2 - MOYENS FINANCIERS
I
Une allocation de DIX MILLE DOLLARS US ($ 10 000) a été
mise à la disposition du LNERV pour exécuter ce projet (FAO Réf. No 3-26742/
1986).
3 - RESULTATS
3.1 : Le LNERV a procédé à l'analyse de lots de vaccins produits
localement et dans l'autres laboratoires. Les travaux suivants ont été
exécutés :
- contrôle de stérilité
- contrôle du vide
- titrage du virus
- contrôle d'identité

- contrôle d'innocuité et d'efficacité sur animaux : cette
épreuve sera poursuivie par le Centre Régional de Contrôle de Qualité des
Vaccins.
Chaque lot
de vaccin a été examiné parallèlement avec
la souche RPOK/95 servant de témoin. Les vaccins examinés sont d'origines
variées : NV1 DEBRE ZEIT, NISEIKEN (Japon), BVI (Botswana), LCE (Niger),
LPA (C. 1.). Les résultats sont indiqués en annexe.
3.2 : Le projet a permis également de préparer un antigène non
inactivé à partir de prélèvements effectués lors du séminaire FAO en 1985
sur le diagnostic de la peste bovine.
3.3 : Un technicien de laboratoire a été identifié et formé sur
les techniques de contrôle de qualité du vaccin contre la peste bovine ;
il sera affecté au Centre Régional de Contrôle de Qualité.
3.4 : Le projet a permis d'identifier les tâches futures et les
relations administratives du Centre Régional de Contrôle de Qualité. On
a identifié
en particulier les locaux du centre, la liste des pièces
d'équipement en tenant compte des marques utilisées par le LNERV pour
faciliter la maintenance. Le démarrage du Centre de Contrôle de Qualité

sera ainsi bien facilité.

5 - REXOMMANDATIONS
Le contrôle international de qualité des vaccins est
désormais accepté par tous les laboratoires de la région. Les recomman-
dations suivantes sont adressées à la FAO :
5.1 : Le renforcement de l'équipement du centre de c.q. des
vaccins est nécessaire. Ce centre devant servir d'exemple doit pouvoir
fonctionner sans difficulté.
5.2 : Des techniciens des laboratoires de la région doivent
être invitésà tour de rôle au Centre de Contrôle de Qualité pour des
stages de courte durée. Ceci permettra d'harmoniser les protocoles de
contrôle.
5.3 : Un stage de recyclage de deux semaines doit être organisé
à la fin de l'année à l'intention des techniciens chargés du contrôle de
qualité dans les laboratoires de la région.

* Le colis de vaccin expédié de GABERONE était perdu au cours des transferts dans les différents aéroports
avant d'arriver à Dakar. Il fut retrouvé après une semaine, sans réfrigération. Mais la température du
produit n'était pas encore excessive.

INTRODUCTION

The Food and Agriculture Organisation of the United Nations
( h e r e i n a f t e r r e f e r r e d t o a s “FAO”) will make available on
t
account of Laboratoire National d’Elevage et de Recherches
Vétérinaires (hereinafter referred to as “Requesting
Organization”) a financial contribution in support of provision
of basic services to Western Africa on quality testing of
veterinary vaccines.
2)
PURPOSE
a>
It i s u n d e r s t o o d t h a t t h e purpose o f t h i s project i s t o
test the quality of veterinary vaccines in the region and
advise on the establishment of national vaccine quality
tes ting .
b)
The background to these activities as well as the foreseen

budget of expenses, is given in detail in Annex 1.
3 )
CONDITIONS
a>
Funds granted under thfs Agreement shall be applied to
commitments made by the Requesting Organization in
furtherance of the pro jec.t .

The Requesting“Otganization will be responsible for the
organization and conduct of the project.
The personnel responsible for the organization and running
of the project, in accordance with FAO’s rules and
regulations , will not be considered as staff members of
FAO and will not be entitled to any privilege, immunities,
compensation or reimbursement, nor will they be allowed to
i n c u r any commitments o r e x p e n s e s o n b e h a l f o f F A O . F A O
8111 n o t b e h e l d r e s p o n s i b l e f o r any a c c i d e n t , illness,
loss or damage which may occur during the conduct of the
p r o j e c t .

This Agreement is made subject to the following
c o n d i t i o n s :
i) provided funds, granted under ,khis Agreement, are to
be used exclusively by the Requesting Organization in
support of the project as indicated in Annex 1;
ii) the Requesting Organization shall submit a report in
three copies to the undersigned FAO Officer within
sixty days following the completion of the project,
detailing the results and conclusions of the project;
iii) the Requesting Organization shall submit a statement
of accounts in triplicate to the undersigned FAO
Officer within sixty days after completion OF the
p r o j e c t , showing utilization of funds granted under
this Agreement, e i t h e r p a r t l y o r i n full, f o r t h e
project as specified above; and
,
i v ) i f , a f t e r m e e t i n g t h e costs o f t h e p r o j e c t , u n d e r
headings show-n in the Summary Budget (Annex l), there
are unexpended funds as they relate to this
Agreement,
the Requesting Organization shall refund
FAO such unexpended funds.
4 )
PAYMENT OF- THE SUBVENTION
a>
Upon acceptance of the conditions set above, FAO Will
authorize the payment of the amount of US$ 10,000 to the
Laboratoire National d’Elevage et de Recherches
Véterinaires.
b)
The above amount Will be paid in CFA Francs using che
United Nations rate of exchange ruling on the day of
payment .
c>
The Requesting Organization shall. give detailed Banking
Instructions in the spacr provided below.

The original and one copy of this Agreement must be signed in
the space provided below and returned to the undersigned FAO
Officer.
A third copy of the Agreement, signed on behalf of
FAO, is enclosed for retention by the Requesting Organization.

BACKGRO!JND
TO support PARC, vaccines to b-e used for the campaign should
be tested and the quality of the vaccines prcx%md in the
region should be regularly monitored.
This fact as well as
recomnendations of FFX) Expert Cotittee on Rinderpest (198.4)
require establishing-of'.the centre co%trolling vaccines to
caver? regional requirements of Africa. The FAO Regional
Vaccine Quality Centre in francophone (Western) Africa is now
being established in LNERV, Dakar;Senegal, to serve regional
reguirerrents.
'Ihe RP expert has recently been assigned to
this place.
The purpose of this contract is to caver indicated extra
expenses of LNERV involved in the establishmnt of the FAO
c
Centre, to tope with current regional r&uirements for
vaccine test.
Special emphasis should be put on rinderpest
vaccine.
Other priorities Will be established jointly with
FAO and OALJ/IBAR.
Execution of the contract Will be
supervised by the FAO expert.
Quality testing of mainly
rinderpest and CBPP vaccines produced in the region according
to different technologies reguires additional allocation of
funds both for services and basic laboratory media,
biolcgicals and laboratory animals.

INTRODUCTION
w
The Food and Agriculture Organisation of the United Nations
( h e r e i n a f t e r r e f e r r e d t o a s “FAO”) will make available on
t
account of Laboratoire National d’Elevage et de Recherches
Vétérinaires (hereinafter referred to as “Requesting
Organization”) a financial contribution in support of provision
of basic services to Western Africa on quality testing of
veterinary vaccines.
2)
PURPOSE
a>
It i s u n d e r s t o o d t h a t t h e purpose o f t h i s project i s t o
test the quality of veterinary vaccines in the region and
advise on the establishment of national vaccine quality
tes ting .
b)
The background to these activities as well as the foreseen

budget of expenses, is given in detail in Annex 1.
3 )
CONDITIONS
a>
Funds granted under thfs Agreement shall be applied to
commitments made by the Requesting Organization in
furtherance of the pro jec.t .

b)
The Requesting“Otganization will be responsible for the
organization and conduct of the project.
The personnel responsible for the organization and running
of the project, in accordance with FAO’s rules and
regulations , will not be considered as staff members of
FAO and will not be entitled to any privilege, immunities,
compensation or reimbursement, nor will they be allowed to
i n c u r any commitments o r e x p e n s e s o n b e h a l f o f F A O . F A O
8111 n o t b e h e l d r e s p o n s i b l e f o r any a c c i d e n t , illness,
loss or damage which may occur during the conduct of the
p r o j e c t .

This Agreement is made subject to the following
c o n d i t i o n s :
i) provided funds, granted under ,khis Agreement, are to
be used exclusively by the Requesting Organization in
support of the project as indicated in Annex 1;
ii) the Requesting Organization shall submit a report in
three copies to the undersigned FAO Officer within
sixty days following the completion of the project,
detailing the results and conclusions of the project;
iii) the Requesting Organization shall submit a statement
of accounts in triplicate to the undersigned FAO
Officer within sixty days after completion OF the
p r o j e c t , showing utilization of funds granted under
this Agreement, e i t h e r p a r t l y o r i n full, f o r t h e
project as specified above; and
,
i v ) i f , a f t e r m e e t i n g t h e costs o f t h e p r o j e c t , u n d e r
headings show-n in the Summary Budget (Annex l), there
are unexpended funds as they relate to this
Agreement,
the Requesting Organization shall refund
FAO such unexpended funds.
4 )
PAYMENT OF- THE SUBVENTION
a>
Upon acceptance of the conditions set above, FAO Will
authorize the payment of the amount of US$ 10,000 to the
Laboratoire National d’Elevage et de Recherches
Véterinaires.
b)
The above amount Will be paid in CFA Francs using che
United Nations rate of exchange ruling on the day of
payment .
c>
The Requesting Organization shall. give detailed Banking
Instructions in the spacr provided below.

The original and one copy of this Agreement must be signed in
the space provided below and returned to the undersigned FAO
Officer.
A third copy of the Agreement, signed on behalf of
FAO, is enclosed for retention by the Requesting Organization.

BACKGRO!JND
TO support PARC, vaccines to b-e used for the campaign should
be tested and the quality of the vaccines prcx%md in the
region should be regularly monitored.
This fact as well as
recomnendations of FFX) Expert Cotittee on Rinderpest (198.4)
require establishing-of'.the centre co%trolling vaccines to
caver? regional requirements of Africa. The FAO Regional
Vaccine Quality Centre in francophone (Western) Africa is now
being established in LNERV, Dakar;Senegal, to serve regional
reguirerrents.
'Ihe RP expert has recently been assigned to
this place.
The purpose of this contract is to caver indicated extra
expenses of LNERV involved in the establishmnt of the FAO
c
Centre, to tope with current regional r&uirements for
vaccine test.
Special emphasis should be put on rinderpest
vaccine.
Other priorities Will be established jointly with
FAO and OALJ/IBAR.
Execution of the contract Will be
supervised by the FAO expert.
Quality testing of mainly
rinderpest and CBPP vaccines produced in the region according
to different technologies reguires additional allocation of
funds both for services and basic laboratory media,
biolcgicals and laboratory animals.
